I started off with Sinful Colors’ Hazard as a base — and ADORE this color, by the way –
Then moved to the newsprint portion of the job. First, soak your nails for 30 seconds in some rubbing alcohol (or vodka, but c’mon, who wants to waste that):
Follow it by immediately laying a pre-cut strip of newspaper over your nail and try to apply pressure evenly, but NOT too hard or else you’re going to start wrecking your polish job.
After 30 seconds, gently peel off the paper, apply a top coat (be careful not to brush too assertively though, the top coat can morph the lettering your newspaper left behind so you want to… tickle, really, the top of your nail), and voila, you’ve got newspaper print nails.

I’ve seen a lot of ladies use other fun print materials like maps and cartoons and stuff too, it makes for a really cool effect.
Can you use images that you have printed off?
You bet! I’ve seen it done (though haven’t tried it myself) — you may have to play around with papers/ink though (it would seem like a high-gloss paper may not hold the ink as well… using colors (again, from what I’ve seen online) strikes me as a little hit-or-miss too).
